Important Guide on Starting and Running a School

An NGO, Institution, Organization or an individual willing to start and run a school must: -

  • Understand the guide and conditions stipulated herein.
  • Own a plot that will be enough for all the required buildings and sports grounds, 3-5 hectares in towns and 8 hectares in the rural areas.
  • Own enough cash for building the school.
  • Employ qualified teachers and other staff and adhere to employment regulations of the country.

The Following are the required conditions on starting a School.

First Phase.

To prepare a project proposal in which the following must be indicated: -

  1. The name of applicant/Organization/Community/Institution (certificate of registration must be enclosed).
  2. The applicant’s occupation and physical address.
  3. Mission and Purpose of Starting a school.
  4. The suggested School Name.
  5. School Type (primary, secondary, college, kindergarten e.t.c)
  6. School Specialization (agricultural, business, technical, nutritional, science e.t.c.)
  7. Medium of Instruction.
  8. School size and number of students to be enrolled.
  9. School location (village, ward, town, district)
  10. The number and distance of other schools in that area.
  11. The size of the building plot.(land ownership Title must be included)
  12. Availability of important facilities like water, dispensary, electricity, transport, postal office box and the distance of these facilities from the school.
  13. The Bank statement indicating the amount of money budgeted for school building.
  14. Sources of Income (business license if any and/or other legal sources).
  15. School Building Plan and years of accomplishment (i.e year, type of building, number of buildings and cost to be involved).
  16. Teachers’ requirements and human resources plan.
  17. School’s plan with regard to furniture, books, laboratory equipments and chemicals, where will they be obtained and how?

The applicant should write an application for permission to build a school to Principal Educational Officer through Regional Secretary Education Department and District Executive Director Education Department. This application letter must enclose a project proposal. If the Ministry is satisfied with the application, the written building permit will be issued to the applicant allowing him start implementing the project in accordance with the submitted proposal.

Second Phase:

After finishing school construction the applicant is requested to do the following: -

  1. Fill the form No. RS 6 application to be the legal owner of the school.
  2. Fill form No. RS 7. Application to be the school manager.
  3. Four copies of the above forms should be submitted to the District Education Officer in Mpanda. The school owner should request in writing the school to be inspected by the District School Inspector and certified. The Inspector may give advice. The above requirements should be accompanied by: -
  • Certificate from the District Civil Engineer on the quality of the buildings and the school environment.
  • Certificate from the District Health Officer on health and hygiene.
  • School map and certificate of ownership of land.
  • Teachers’ qualifications (copies of their certificates inclusive).
  • Employment contracts and regulations for the school staff.

 

  1. The District Educational Officer shall forward the application to the Committee and to the Regional Educational Officer then to the Minister who will sign the forms RS 6 and RS 7.
  2. After all this, the letter on Ownership of the school and on managing the school will be issued.
  3. The School owner will then be required to register the school within two years from the date of issue of these two letters.

    Third Phase:

    Application to Register a Private School (Form No. RS 8)

The applicant should fill 5 copies of Form No. RS.8 and attach the following: -

 

  1. District Civil Engineer Certificate.
  2. District Health Officer Certificate.
  3. School building map and land ownership.
  4. Staff list (teachers) specifying names, nationality, academic qualifications teacher’s subjects, work experience and monthly salary.
  5. Two original Forms.No. RS 8 should be sent to the Zonal Educational Inspector (Mbeya) and to the Regional Educational Officer.
  6. Zonal Inspector will inspect the School and write a report to the Minister.
  7. The School will then be registered and the Certificate of Registration Issued.
